The first project in the Red River Scenic Boulevard Construction Investment Project, the Phu Thuong Ward Public Park (Hanoi), has begun construction of its initial components.

The Phu Thuong Ward Public Park project, located on the banks of the Red River, is being implemented as an independent component project, separate from the Red River Scenic Boulevard Construction Investment Project.
With a scale of nearly 20 hectares and a total estimated investment of approximately 1,727 billion VND, the project is expected to create a large public space along the Red River, right at the foot of Thang Long Bridge.

The land designated for the construction of the Phu Thuong Ward Public Park is located on the Red River bank, adjacent to important transportation routes such as Ring Road 3, the area at the foot of Thang Long Bridge, and An Duong Vuong Street.

This is also the location where the groundbreaking ceremony for the Red River Scenic Boulevard Construction Project took place on December 19, 2025.


According to observations by a reporter from Dan Tri newspaper, the project is being built on a plot of land where many households live, with a cemetery containing hundreds of graves in the middle. A large portion of the area remains covered in swamps, grass, and bushes, appearing quite wild and undeveloped.
The project is expected to acquire land from 79 households, individuals, and organizations, totaling approximately 19.99 hectares.

To date, the area designated for the Phu Thuong Ward Public Park project has not been fully cleared.
Interspersed among the vacant plots of land are still temporary workshops, structures, internal roads, and agricultural land.

In particular, many plots of land along the Red River within the project area are still being used as transfer, storage, and transshipment sites for construction materials.

Currently, the dirt road that runs through residential areas and factories, leading directly to the project site, is quite dilapidated and becomes muddy and slippery whenever it rains.

Observations at the project site in late May showed numerous pieces of machinery, vehicles, and workers deploying to construct the first phases of the park.

Part of the project involves leveling the ground, constructing drainage systems, and building embankments along the Red River.

According to the plan, the park is organized with many diverse functional spaces such as: riverside landscape park, bamboo forest park, four-season flower park, central square, musical fountain square, camping area and community activity area.

Upon completion, Phu Thuong Ward Public Park is expected to become an important connecting point between the existing urban space and the riverside ecosystem, while also serving as a “green lung” to regulate the air for the northern area of Hanoi.
